This article which gives a phrase-by-phrase comparison of Overture 29 with the PCA Constitution shows there is nothing in the Overture that is not already in our Constitution (Westminster Standards and Book of Church Order) . Therefore, Overture 15 is needed to compliment and complete Overture 29.
